On April 22, 2016 HUD published the FY 2016 Program Registration Notice that annouces the avilability of CoC Registration in e-snaps. This Notice is intended to provide Collaborative Applicants with an outline of the functions and requirements of the registration process in e-snaps. On Monday, May 2, 2016, HUD announced a complete listing of both Tier 1 and Tier 2 Awards. The County of Orange Countinuum of Care was awarded $22,025,895 in total. This represents a difference of $1,027,174 from the application amount, but an increase of $2,499,883 from the 2014 awards.

EMERGENCY HOUSING ASSISTANCE PROGRAM CAPITAL DEVELOPMENT COMPONENT CONERSION FUNDS (EHAP-CD) NOFA FEBRUARY 2015
The State Department of Housing and Community Development (HCD or Department) is annoucning the availability of approximately $10 million in funding for the conversion of emergency shelter and transitional housing facilities to permanent supportive housing pursuants to the authority provided in Section 50803 of the Health and Safety Code. The funds will be available on a geographic basis as follows:
Urband Counties (population equal to or more than 200,000): $8,000,000 (80% maximum)
Non-urban Counties (population less than 200,000): $2,000,000 (20 percent minimum)

2014 AFFORDABLE HOUSING PROJECT BASED VOUCHER NOTICE OF FUNDING AVAILABILITY PHASE II
The County of Orange has released Phase II of the 2014 Affordable Housing Project Based Voucher (PBV) NOTICE OF FUNDING AVAILABILITY (NOFA). The NOFA is available here and on Bidsync (Bid #1412-001).
The purpose of Phase II of this NOFA is to make available up to 30 Project Based Housing and Urban Development Veterans Affairs Supportive Housing (HUD-VASH) vouchers and/or up to 100 Housing Choice vouchers, as authorized in HUD Notice PIH 2011-50 and the Orange County Housing Authority’s (OCHA) Administrative Plan, to provide supportive housing for homeless veterans with disabling health conditions. Interested and qualified applicants who can successfully demonstrate their ability to provide supportive housing for veterans are encouraged to submit proposals.
OC Community Services will accept submissions for Phase II of this NOFA on an over the counter basis. Phase II applications will be accepted until the vouchers are committed. Closing of Phase II will be noticed to the public through BidSync and on the OC Community Services website at http://occommunityservices.org/.

THE HOME DEPOT FOUNDATION SEEKS APPLICANTS FOR VETERAN HOUSING GRANTS PROGRAM
Next deadline for proposals is June 23, 2015
The Home Depot Foundation (THDF) is seeking opportunities to support veteran housing projects around the country to further its mission to ensure every veteran has a safe place to call home. The Veteran housing Grants Program provides grants to nonprofits to fund the development and repair of housing for veterans. Projects may be new construction or rehab and must be either in progress or about to commence within the next 12 months. Awards typically range from $100,000 to $500,000.
TDHF will only fund 501(c)3 nonprofit organizations that are in good standing with the Internal Revenue Service. Only Proposals submitted through the online application process will be considered for funding. Proposals submitted by mail, phone, or e-mail will not receive funding and will be directed to the online application process. THDF is placing priority on projects that:
Serve the housing needs of women veterans and veterans with children.
Serve the housing needs of post-9/11 wounded warriors.
Provide permanent supportive housing for veterans with caregivers.
Address the need for aging in place housing for senior veterans.
Combine housing with job placement services.
Combine housing with opportunities for involvement in community service activities.

SECTION 811PRA NOFA AMENDMENT
The State of California was awarded nearly $12 million in HUD funds to provide five-year renewable rental assistance to affordable housing projects serving persons with disabilities who are exiting MediCal-funded healthcare facilities (for example, skilled nursing facilities), or are at-risk of returning to these facilities due to lack of affordable housing. This program (Section 811 PRA) is a collaboration between the State Department of Health Care Services, the State Department of Developmental Services, the California Housing Finance Agency, HCD, and the California Tax Credit Allocation Committee.
Pursuant to the attached NOFA amendment, the occupancy deadline for Section 811 PRA units has been extended to August 1, 2019. This will enable use of these funds with projects not yet under development.

Edison International will continue its Community Grants Program by offering grants up to $5,000 to nonprofit organizations whose missions and programs support the company's funding priorities: Education, Environment, Public Safety/Disaster Preparedness and Civic Engagement. STATE ESG APPLICATION - NOTICE OF INTENT TO APPLY
On October 30, 2014, the State of California Department of Housing and Community Development (HCD) issued a Notice of Funding Availability for Emergency Solutions Grant funds. HCD requires each Continuum of Care (CoC) to assign points for the 'Need for Funds' rating category in all ESG applications received within their service area.
This process requires the CoC to develop rating/ranking criteria based on local priorities. CoCs will assign up to 100 points for project alignment with the CoC's homeless priorities. Each application must also be ranked by priority. Total score cannot exceed 100 points.

You need JavaScript enabled to view it. by Monday, December 1st by 2:00 p.m. to formally notify the CoC of the organization's intention to submit a State ESG project application. Only applicants that formally notify the CoC via the established process by December 1st, 2014 will be considered for evaluation and submission to State HCD. Agencies will receive an email confirmation that their notification was received. If a confirmation is not received within 2 business days, agencies must follow up to ensure a confirmation email is received. Once available, but no later than December 1st, the CoC will email instructions and process information to those intending to apply. Please do not submit any materials at this time as they will not be accepted nor reviewed outside of the established process and period specified.
The deadline to submit an application for local CoC rating and ranking will be December 15, 2014 by 12:00 noon. This is only for agencies submitting applications eligible for State ESG funding (local ESG funding for Santa Ana, Anaheim, Garden Grove, and the County of Orange is determined by those jurisdictions.)
